RICS Level 2 (Homebuyer) Surveys
A Professional Opinion at an Economic Price
An assessment of the general condition of the main elements of a property.
Previoulsy known as a "Homebuyer" survey, as per the RICS Home Survey Standard, this level of service is for clients who are seeking a professional opinion at an economic price. It is, therefore, less comprehensive than a Level 3 service.
This level of service includes an extensive visual inspection of the building, its services and grounds and is in the form of a written report. No testing is undertaken but a sample of the services will be observed in normal operation – in other words, they are switched on or off and/or operated where the occupier has given permission and it is safe to do so. It should be noted that in an unoccupied property where services are not switched on, we will be unable to make observations regarding their normal operation.
Concealed areas normally opened or used by the occupiers are inspected if it is safe to do so (typical examples include roof spaces, basements and cellars). Opening up works to expose other concealed parts of the structure will not be carried out during the inspection, but the surveyor will advise if, in their opinion, this form of investigation should be undertaken. The report objectively describes the condition of the different elements and provides an assessment of the relative importance of the defects/problems.
External inspection will be carried out from the ground or, where safe access can be gained, by ladder up to 3m. Above 3m, areas will be visually surveyed and recorded via a drone.

Where the surveyor is unable to reach a conclusion with reasonable confidence, a recommendation for further investigations will be made.
This level of service suits a broader range of conventionally built properties, although is unlikely to suit:
• complex buildings, for example those that have been extensively extended and altered
• unique or older historic properties – although survey level two services may be appropriate for some older buildings, the decision will depend on the RICS member’s proven competence and knowledge and the nature of the building itself. For example, a survey level two report on homes with traditional timber frames or those built much before 1850 is likely to be inconclusive and be of little use to the client or
• properties in neglected condition.
A Reinstatement Cost Assessment to ensure adequate insurance cover can be added for an additional fee.

Windows
One tested on each elevation and one of each different type of window where there is a variety.

Roof Space
Entry to the roof space (where safe)and visual inspection of the roof structure with attention paid to those parts vulnerable to deterioration and damage.

Floors
The surfaces of exposed floors are inspected but carpets, floor coverings or floorboards are not lifted, nor furniture moved. Where floors have unfixed access hatches/panels or floorboards, inspection of subfloor areas will be undertaken by an inverted ‘head and shoulders’ inspection, where it is safe to do so.

Services
Visual inspectin of all parts of the different service systems that can be seen within the normal course of the inspection.
There is no comment on design calculations or the service installations and appliances are not tested in any way.
In all cases, advice will be given where further tests and inspections are required if the occupier does not provide evidence of appropriate installation and/or maintenance, or the client requires assurance as to their condition, capability and safety.
